Job Requirements/Description

Are you ready to make a real difference to Devon’s highway network? If you have experience in assessing and designing highway maintenance projects, this is an exciting opportunity to develop your skills, work on a wide range of schemes, and help deliver improvements for communities across the county as a Highway Asset Officer.

Role Overview:

As a Highway Asset Officer (Designer), you will play an important role in designing and delivering maintenance schemes that help keep Devon’s highway network safe, resilient and fit for the future.

Support and Development:

This role is ideal for someone with a good grounding in assessing and designing highway maintenance projects who is ready to build on their experience in a varied and rewarding environment. We will support your continued development through mentoring, training and opportunities to broaden your technical knowledge and experience.

Team and Collaboration:

You will join a skilled Asset Management Team of Engineers, Designers and Technicians, working within a smaller delivery team supported by a Principal Engineer. You will also collaborate with colleagues across Neighbourhood Highways, Environment, the Materials Laboratory and Traffic Management Group to deliver high-quality highway maintenance projects.

The team works on a wide range of highway maintenance projects, giving you the opportunity to:

  • Design, price and help deliver maintenance schemes, including drainage, patching, resurfacing and footway works.
  • Work with contractors, stakeholders and Devon County Council teams to plan schemes and respond to local priorities.
  • Audit completed works, manage payments, and apply relevant highway policies, procedures and technical standards.

Commitment to Sustainability:

Sustainability is a key part of how we design and deliver highway maintenance schemes. You will help support more efficient, lower-carbon ways of working as Devon continues to develop and trial innovative approaches to highway infrastructure.

In return, you’ll receive a competitive salary and a strong benefits package designed to support your career, wellbeing and work-life balance, including:

  • A starting salary of £35,412, rising to £39,152 as you gain qualifications and experience.
  • 26 days’ annual leave, rising to 31 days after 5 years’ service, with further increases linked to length of service.
  • Flexible working hours, with the ability to accrue up to 24 flex-leave days each year.
  • Training and mentoring to support your career goals and help you work towards professional qualifications.
  • Paid time off for bank holidays - typically 8 per year.
  • Access to Devon Discounts, the Cycle to Work scheme and other employee benefits.
  • A generous pension scheme.

Where will I be based?

Our main depot is based in Exeter. Travel across Devon will be required, and options to work from satellite offices can be discussed.

Hybrid working

We support hybrid working and recognise the flexibility it can offer. As a delivery-focused role, some availability during core working hours will be needed to manage contractor activity, support scheme delivery and respond effectively to public and stakeholder expectations.
