About the role
This is a senior leadership role within Development and Corporate Landlord responsible for the operational management, compliance, maintenance, investment planning and service delivery of a diverse property portfolio including leisure centres, housing assets, community facilities, operational buildings, open space infrastructure and corporate facilities.
Essential criteria for the role
- Significant experience and proven record of achievement in multi-discipline leadership and management of a complex range of facilities and buildings services within an organisation of comparable size, including the delivery of statutory obligations, compliance, construction, contract management, housing and leisure facilities.
- Significant experience of managing statutory property compliance, health and safety and risk management across a diverse operational property portfolio with a full understanding of statutory compliance within fire, water, gas, asbestos, etc.
- Proven experience of contract negotiation and management (leisure, community or public service contracts), commercial management and delivering value-for-money outcomes within a multi-million-pound operational environment, particularly capital and council housing development projects. Ability to develop and sustain strategic partnerships with experience of JCT/NEC contracts and partnering.
- Experience of leading Organisational change, service transformation, whilst operating successfully within a political environment, providing advice to senior officers, elected members and external stakeholders.
- Proven successful line and team management experience.
Key responsibilities for the role
Corporate Management: To assist the Director of Service in providing strong and effective corporate and operational management of both councils.
Service Management: To ensure strong and robust leadership and management of the service through:
Support the implementation of the Development and Corporate Landlord model, ensuring asset decisions are aligned with corporate priorities, operational requirements and financial sustainability.
- Provide strategic leadership for property operations during Local Government Reorganisation, supporting the councils' transition to the approved three-unitary-authority structure. This will include leading complex workstreams relating to operational property assets, leisure facilities, housing assets, contracts, compliance, facilities management services and workforce transition, ensuring continuity of service, effective risk management and readiness for transfer to successor authorities.
- Maintaining an awareness and understanding of new legislation and/or best practice, relevant to your service, interpreting the resulting implications and developing appropriate policies, procedures, and practice to ensure that both councils comply with their statutory obligations, as well as to secure performance improvement and increased customer satisfaction.
